Used to set the components for the entire site's header/footer, header menu, and footer menu. A successful save prompts "Header and Footer settings saved." When changes are not saved, the bottom bar will indicate "Header menu" and "Footer menu."
Who can change? By default, only the owner.

The menu order is separate from the sorting of the "Page Management" list; to make it accessible to visitors, links must be added to the menu.
