In the admin: Site → Header and footer (/admin/settings/nav). The page title is Header and footer.
This is where you set the site header and footer, the header menu, and the footer menu. A successful save says the header and footer settings were saved. Unsaved changes are labeled in the bottom bar, for example Header menu or Footer menu.
Who can change this? By default, only the owner.

Menu order and the order of the page list are separate. A visitor can only open a page if the menu contains a link to it.
With more than one language, the top of this page can switch language. The header button and the menu labels switch with it. An empty label uses the primary language on the public site. See Translate the content.
